Is it okay to add links to published pages or blogs?

"We are planning to restructure our website, which will impact a significant amount of existing content. Additionally, we will be incorporating new content to our site. Our website traffic has decreased recently due to the lack of new content.

We currently have 4-5 articles and blogs prepared for publication, but we are still in the process of creating our pillar pages that these blogs will link to. Would it be acceptable to publish these blogs without links at this time, and then add the links later on?
