Having 2 GBPs for one Business Entity on the same address is a violation of Google Policies

I was looking at competitors for a client and found that one of their competitors has 2 GBPs - one is a service-area business (no business address) and the other is a hybrid business (with business address and service areas). The service-area GBP is ranking well on the local-3pack results in the neighboring city (though they don't have a business location there) and the hybrid business GBP is ranking on their original business location. I wasn't too sure but I think that this violates Google Policies. Should I report this?
