Could too many external links become a bad thing?

I am currently working with a client who has nearly 500,000 external links. While Google Search Console shows that these links are coming from legitimate sites, the issue is that they are generated dynamically every time a chat bot session starts, with the link being labeled as “Powered by…” This raises concerns that my client, who sells chatbots, may be engaging in spamming behavior. What are your thoughts on this situation?
